Needed a Bigger Bulldozer (Actually, they needed a bigger crane)

I believe they were trying to use the bulldozer as more counterweight. The workers were correct that more counterweight was needed. But if the crane already had the designed amount of counterweight, then they ran the risk of breaking the crane because the lift they were trying was obviously "off the charts."
