So was it a mayor or banker that wanted lunchtime naps?

Fenelon Place Elevator in Dubuque, Iowa.
The world's shortest and steepest railway was originally built by a banker who wanted a faster way home during lunch which allowed him to take a half-hour nap before returning to work.  Located at 512 Fenelon Place, Dubuque, Iowa.

Then and Now - Dubuque, IA
One popular, must see site while taking US Route 20 to he you reach Dubuque, Iowa is the Fenelon Place Elevator.
Originally opened in 1882, the funicular was built to easily transport the businessmen who retired to their homes for lunch from the downtown areas to the estates on the bluffs.  To walk up the hills was took too much time.
A funicular operates by weights and motor to bring a car up while the other car comes down.
The B&W photo is from the 1932 WPA guide to Iowa.
Also known as as the Fourth Street Elevator, Fourth Street was the original Route 20.
You can visit and ride the elevator daily from April 1 - November 30.   One way up is $2/ round trip is $4.    If you can,  ride up and walk down the side streets to explore the city!  A view from the top is spectacular and included in the comments.

Fenelon Place Elevator
The shortest, steepest funicular railway is definitely an iconic attraction in Dubuque. Take a few extra minutes to learn the history of this elevator because it’s an interesting story of one man wanting a shortcut to work. Every day, his gardener would haul him up and down several times a day so he could quickly and easily get home from work.
We’ve ridden funiculars in Heidelberg, Germany and Colorado Springs too! This one is short and sweet, but the views are no less spectacular!

The funicular is the little black line at the end of 4th street that cuts across a lot of contour lines.
