It created a navigable channel from the Tennessee River 38 miles up the Clinch River through Oak Ridge to Clinton, TN. They recently had a commercial barge come through for the first time in 10 years. 
The dam is 103' (31m) high and 1,020' (311m) long. It is a run-of-river reservoir.
"It was the first dam prepared for commercial navigation since the opening of the lock at Kentucky Dam 20 years prior. It was the first (and only) of TVA’s dams to feature a navigation lock on a tributary to the Tennessee River—in this case, the Clinch River. And it was the first dam built by TVA not to be entirely funded by congressional appropriations; rather, the costs associated with the installation of power production equipment were financed solely by revenues from power sales and/or proceeds from the sale of power bonds."

"Melton Hill Dam is a hydroelectric facility. It has two generating units with a summer net dependable capacity of 79 megawatts. Net dependable capacity is the amount of power a dam can produce on an average day minus the electricity used by the dam itself."
"Melton Hill is the only dam in the tributary reservoir system with a navigation lock. The lock has a 75- [23m] by 400-foot [122m] chamber and a maximum lift of 60 feet [18m]."

Tennessee Valley Authority posted five photos with the comment: "Melton Hill Dam on the Clinch River near Oak Ridge, TN, was built over 60 years ago and is full of many firsts! It was the first dam built for commercial navigation since the completion of the Kentucky Dam in 1944 and the first with a lock on a tributary river. Today, the dam is home to the first sustainable recreation area featuring a clean, net-zero-energy campground highlighting our energy efficiency, renewable energy, and water conservation measures!"
