Milwaukee and C&NW Tunnels near Tunnel City, WI

We think that this photo shows work being done on the approach to the tunnel to be dug for a C&NW right of way at Tunnel City, Wisconsin. Eventually that tunnel was damaged and the C&NW was allowed by the Milwaukee Road to use their nearby tunnel. Interesting narrow gauge work train!
Scott Janz: At this time, contractors are doing the work for the RR’s. The Adams line was mostly built to double track standards, including the tunnel at Tunnel City, WI. This view shows work on the west side.

UP now joins the CP route just west of Tunnel City. And it shares that route all the way to La Crosse, WI.

Mike Cunningham posted two photos with the comment: "Milwaukee Road Tunnel City...CNW exercising trackage rights.  I don't believe one can get to this West End Portal (unless you are on Amtrak).  A sand company bought most of the surrounding property and closed the road."
Danny Grossell: Nice catch of an unusually heavy C&NW power set. Judging by the train consist, I'd date this image as early 1980s. UP still uses their rights today, although service has declined from daily to one round trip per week to / from Winona.
Chris Koshute: That tunnel is still used today - the Canadian Pacific Kansas City Railway now owns it (successor-in-interest to the Soo Line and the Milwaukee Road), and Union Pacific took over the CNW trackage rights when it purchased the CNW.
Tim Schneider: can someone explain trackage rights to me? it seems like every railroad has to let a competitor use there tracks if needed?? cant they say no? do they charge rent to use them? by the carload/train by mile?
