NS/NKP/LE&W and Pedestrian Bridges over Wildcat Creek and Stret Running in Kokomo, IN

The western side:

I added the eastern side to get a better view of the pedestrian bridge. According to street views, the pedestrian bridge was added between Jul 2009 and Sep 2013. Google Earth shows that was not yet built in Feb 2012. I'm surprised that a Google Maps satellite image in a urban area is over a decade old.

Maybe not officially abandoned, the raillroad company often does this with raillroad crossings, sections of tracks and bridges because they don't have to spend a dime to remove them 😕 the caboose pictured is on a oos section of tracks in Kokomo but again the track leads nowhere.

I wondered how often NS uses this route because it requires street running down Buckeye Street. Then I read the comments on the above post and learned that NS doesn't use the route. So why didn't NS allow the city to buy the bridge rather than force them to build a pedestrian bridge?
