Because of the 27-year draught, there was plenty of room in the reservoir for the flood waters.
I couldn't reconcile the Facebook image with the satellite image until I used Google Earth to find an image of a more full reservoir. Then it became obvious that there is a spillway on the right descending bank and the reel is at the end of that spillway.
