Jef Curran Warwick Malone nope that is the track that sets the bridge deck. The cranes are on rollers outboard of the bridge deck. They roll to pickup a span then rollnout and set and so on....

Per Hernandez, the new Jug Handle Bridge is roughly 20% complete, and to date, the state has spent roughly $65 million on construction efforts out of the $145 million total budget.
Since starting in the summer of 2018, the primary focus has been on building the project’s one-of-a-kind rail system, or gantry system, which will enable crews to move materials and construction efforts out into the Pamlico Sound. “It takes about 9-13 months to get the ‘building machines’ up and running,” said Hernandez. “In the next month or so, we will have all the equipment settled on the north end of the bridge.”
[At a public meeting conducted by NCDOT resident project engineer Pablo Hernandez, motel owners wanted information about when pile driving was going to be done because they discovered that people don't want to pay money to hear pile driving.]

ConstructionEquipmentGuide has eight photos and a good explanation of the construction. The reason for the trestle rail system is that the construction is across water that is too shallow to support the usual technique of putting equipment such as cranes and concrete pump trucks on barges. The two tracks were also used across the wetlands to reduce the impact on the land to a few piling holes rather than a lot of rock fill to support construction equipment. "The heavy equipment used to methodically build the Rodanthe Bridge was imported from Deal, the Italian manufacturer recognized as a world-leader in the field of specialized equipment for bridge and viaduct construction."

Four of the images on the RK&K web site are below. RK&K is the lead designer of the design-build team. "The use of prefabricated cylinder piles, pier caps and bulb-T girders, in conjunction with the trestle, allowed for economical, accelerated construction."

Even after both phases of the NC-12 work is done, the road will still be subject to closures after storms.
