Only the US side of Niagara Falls was "turned off", from June to November in 1969, to see what actions were needed to remove debris at the base. In fact, it was decided not to do anything.
The only time, historically, that the Falls stopped completely was, briefly, on 30 March 1848, when an ice jam from Lake Erie totally blocked the Niagara River.
Even in 1950, when the United States and Canada decided to divert 50% of the water from the Falls through underwater tunnels to hydroelectric generators, the Falls were not stopped completely.
Apparently, there are current plans afoot by New York State to, once again, "dewater" the American Falls to replace two bridges.
At the current rate of erosion, in about 15,000 years, the cliff edge will reach a riverbed of soft shale and Niagara Falls will irrevocably disappear.
Maurice Lavigne: This project actually weakened the rocks. The Caprock is a massive layer of limestone. It's supported by friable shales, which become more friable when dry.
