They are building the bed of the aqueduct.

The Hennepin Canal Green River Aqueduct (historically known as Aqueduct #8) was one of nine major concrete aqueducts on the historic waterway in northern Illinois.Originally constructed between 1904 and 1907, the Aqueduct “water bridge" carried the canal over the Green River. (Just East of the village of Green River)Today, Aqueduct #8 has been removed and replaced by a pipe system, though an other surviving aqueduct still exists over Geneseo Creek just west of Geneseo.
Jim Rogers: There's one over Spring creek east of town also which is easy to get to, only 1/2 mile from the road either way.
