MoW; Tie Train

Steam Engines, Tractors, Trains, & More posted four pictures with no comment. The question on my mind is how is the unloader going to get from one gondola to another when the level is below the "fence" extension? Or do they have a frame in the gondolas so that the ties are only above the gondola walls?
