This is the BNSF outage map I found when I studied
the outage near Jerome, MO. Note that
Hoxie, AR was not even marked at risk when that map was made.
Looking at a map, Hoxie is about five miles east of the Black River. So I think we are looking at flooded farm fields in the background.
